of December 7, 1999 - Meeting
CALL
TO ORDER
The meeting
was called to order at 8:05 a.m. by Chair, Luz Elena Y. Mimbela (see Attachment
1 for the list of attending members).
MINUTES
One correction was pointed out and made to the Minutes of the last meeting,
December 8, 1998, in Nashville, Tennessee. The correction made was to
the "TASK GROUP REPORTS" section, under task group E17.52.98.3
Revamp of E1318 to the first bulleted item. The first bulleted item
should read, "Change speed requirement for both Types I and II to
a range of 10 80 mph from existing range of 10 70 mph to accommodate
some states' new speed limits (80 mph)." A motion was made by Perry
Kent to approve the minutes as corrected, second by Dr. Clyde Lee.
TASK GROUP REPORTS
E17.52.92.2 - Pneumatic Road Tube (Perry Kent - Chairman)
Perry Kent reported on the status of the standard specification titled
"Standard Specification for Pneumatic Tubing for Roadway Traffic
Monitoring Devices." To address a negative by Peter Keen on this
standard regarding the need to quantify the strength of the air pulse
necessary to trigger the data collection device located at the end of
the road tube, Ted Gilfert of ATSI presented preliminary data (see attachment
2) on the strength of the air pulse.
Based on the preliminary data gathered by ATSI, it was suggested to use
a strength of 0.25 psig air pulse to include in the standard. However,
this was debatable due to the presence of this 0.25 psig peak in all 3
runs, which included a passenger car, a compact car and a 2-axle heavy
truck. Therefore, Ted Gilfert volunteered to gather more data to further
define the mininum strength of the air pulse. Please refer to attachment
3 for details of the testing apparatus used in the preliminary data collection
discussed here. Plans are to include this standard for reballoting on
the next balloting process.
E17.52.97.1 - Test Methods (Chairman - John Hamrick)
John Hamrick was not able to attend the meeting due to medical problems.
However, an updated draft of the standard test method tentatively titled
"Test Method for Validating Vehicle Data Collection Devices Used
for Vehicle Counts & Classification" is included as attachment
4. Also, an online forum will be set up to allow task group members to
work on the development of this draft between ASTM meetings. Attachment
5 shows details on how this standards development tool is designed to
work.
E17.52.97.4
- Revamp E1572 - 93 (Chairman - John Hamrick)
The revamping of E1572 - 93, which is the "Standard Practice for
Classifying Highway Vehicles from Known Axle Count and Spacing" will
include replacing the existing program with a new C-code program developed
by the Idaho State Transportation Department. John Hamrick will follow
up with the Idaho State Transportation Department to obtain the program
for inclusion in the appendix section of the existing E1572. Plans are
to include this revision in the next balloting process.
E17.52.97.3 - Traffic Device Interconnect (Chairman - Peter Keen)
There was no information available prior to the meeting on the status
of this task group. However, included as attachment 6 is a copy of the
October, 1999 meeting minutes of the DCM working group. Also, included
as attachment 7 is a copy of an updated draft object tree structure that
was developed by the group with changes made up to October, 1999.
E17.52.98.1 - Review of E1442 (Chairman - Perry Kent)
Perry Kent reported on the status of the review and the required revisions
needed for this existing standard. During the discussion Ralph Gillman
pointed out that table A1.3, Vehicle Weight Data format, has been revised
to read in metric units. In addition, Ralph pointed out that table A1.4,
Vehicle Weight Data format: Continuation Card, was no longer used. Therefore,
the revisions to E1442 will also include a new table A1.3 and the deletion
of table A1.4. Also , since table A1.3 is now in metric units, the English
designation given to this standard will be replaced with an M designation
for metric. The relevant units in the document will be changed to metric.
Plans are to include this revision in the next balloting process.
E17.52.98.2 - Piezo Sensor (Bill McCall, Chairman)
This task group had no activity since the last meeting.
E17.52.98.3 - Revamp of E1318 (Perry Kent, Chairman)
This task group was formed to revamp E1318-94, which is the "Standard
Specification for Highway Weigh-in-Motion (WIM) Systems with User Requirements
and Test Method." Dr. Clyde Lee distributed a revised draft for this
standard (see attachment 8). The following are some of the other changes
that were discussed:
- Add statement
to allow for calibrating the WIM system by using the minimum speed limit
for the specific highway rather than calibrating at the specified minimum
of 10 mph;
- All the
classes called for in Table 6, Composition of Test unit for Acceptance-Test
Loading of WIM Systems, in the exising E1318 WIM standard may not be
represented at certain sites, thus a suggestion was made to allow the
substitution of other classes typical to that site to total 51 vehicles;
- Add comment
to standard stating that if any modifications are made to the equipment,
vendors need to do type testing once more;
- Allow
for speed calibration of WIM equipment by using axle spacings or another
more accurate method rather than the currently specified method of using
radar.
OLD BUSINESS
Ted Gilfert of ATSI demonstrated the ATSI tester and answered questions
from the audience. This demonstration was initially scheduled for the
June 1999 meeting, however, Mr. Gilfert was unable to attend the meeting
due to an airport fire which caused his flight to be cancelled.
NEW BUSINESS
Mr. Dennis Foderberg's term as E17's Vice-chairman of Group V is complete.
On behalf of subcommittee E17.52, thanks for a job well done! Perry Kent
is on the Officer's ballot to take Mr. Foderberg's place. Good luck to
Perry!
