The objective of the Guidelines is to improve the quality of the traffic information that supports decisions at all levels of the transportation profession. To realize this objective, the AASHTO Guidelines for Traffic Data Programs (Guidelines) provides a reference for professional traffic monitoring and establishes a process for adoption of national traffic monitoring standards.

The Guidelines are intended to identify the importance of common and consistent practice within and among transportation agencies. Its scope ranges from field equipment to traffic reports. There is a need to define and work toward a common traffic monitoring practice on a national basis. The document is structured to 1) establish the principles and perspective which frame the Guidelines; 2) describe how the traffic program and staff requirements are related to data needs; 3) list current types of devices and associated testing procedures; 4) provide a basis for differentiating between valid and invalid traffic measurements; 5) provide recommendations for aggregating traffic volume, vehicle classification, and vehicle weight data and procedures for computing and applying axle, seasonal, and annual growth factors; 6) present the importance of Truth-in-Data and provide procedures for estimating the precision and bias of reported statistics; 7) describe the standard practice for data retention; 8) discuss quality control measures; and 9) provide a glossary with abbreviations and definitions to provide a common terminology.
