The Guide outlines the major concepts in developing a Heavy Vehicle Monitoring (HVM) System. The Crescent Demonstration Project, an HVM system operating across five states in the western U.S.--Washington, Oregon, California, Arizona, and New Mexico, is used as an example for the discussion of HVM demonstration project design. However, this report is being prepared before the finalization of the Crescent Demonstration Project and thus cannot represent a description of the Crescent Demonstration. Those seeking to review the Crescent Demonstration Project should contact the departments of transportation in each state to receive the most current information regarding HVM equipment siting, institutional arrangements, and budgeted resources.
