This report describes the background and progress achieved through the Heavy Vehicle Electronic License Plate (HELP) program. The HELP concept is envisioned as providing technical solutions to the problems associated with data collection programs, size and weight enforcement and tax administration activities for commercial vehicle operations. This is accomplished utilizing the technologies of weigh-in-motion (WIM), automatic vehicle classification (AVC), and automatic vehicle identification (AVI) combined with a computerized data communications network. The concept leading to the initiation of the HELP Program was formulated in 1983. The program was formally concluded in September of 1993.
