This report contains the test specifications and plans developed for the field tests conducted in Minneapolis, Orlando, Phoenix, and Tucson. The data gathered will quantify the performance of detector technologies used for measuring traffic flow parameters under a variety of environmental and vehicle traffic flow density conditions. The primary purpose of the tests is to evaluate the ability of the different technologies to provide information needed for IVHS applications, rather than evaluating specific detector designs and hardware.

It is anticipated that some of the test plans will be modified as the field tests proceed. These changes will be incorporated into the Final Report at the end of the test period.
