My name is Ancelmo "Sam" Encinias. I have been an employee of NMSU for 8 years. I first served as a Contract Administrator for the Central Office of Sponsored Programs. My workload included all grants & contracts for the colleges of Arts & Sciences and Business. I was hired as the Contract Administrator for the College of Health & Social Services Research Center (CHSSRC) and NMSU Branch Campuses in May 1998. In 2002, I was promoted to Assistant Director of the CHSS Research Center. I received my Bachelor’s of Accountancy and Masters in Public Administration from NMSU. I hold a national credential as a Certified Research Administrator and I am an active member of the National Council of Research Administrators and Society of Research Administrators. My role as CHSSRC Assistant Director is twofold: To provide an accessible and quality service to our customers in all aspects of Sponsored Research Administration while ensuring compliance with federal, state and university rules and regulations. I have been an employee of NMSU for 23 years. I was hired in 1983 as an accounting clerk with the Physical Plant Department. Nine months later, I transferred to the Payroll Office and remained there for the next 12 years. I then worked for 6 months in the Personnel Office and 4 years with the Office of Sponsored Programs. I came to the College of Health and Social Services, Dean’s Office, in November of 1999, as the assistant to Sam Encinias, CHSS Research Center Assistant Director. I assist Sam with all the aspects of the pre-award proposal and award stages of grants and contracts as noted above. Additionally, I administer over 300 affiliation agreements to place students in clinical and field experiences for the college. There students are enrolled in programs such as health science, nursing, and social work. Our community-based partners range from dentists' - doctors' offices, hospitals, health clinics, state agencies, non-profit organizations, municipalities, etc. These placements are truly a "win-win" situation that provides well-rounded educational experiences for the students and benefits our affiliation partners located throughout New Mexico and Texas. I also monitor the CHSSRC Operational Budget and maintain multiple CHSS databases that allow us to generate various reports reflecting CHSS proposals, awards, affiliation agreements, and reminders to P.I. as needed before Agency/Sponsor interim and final progress reports are due. |

I have been with NMSU for 23 years. I was hired in 1984 as an Accounting Clerk with the University Bookstore. Three years later I transferred to the Business Affairs/Financial Operations office and worked there for the next ten years. I then worked for the Office of Sponsored Programs for nine months. My tenure with NMSU also includes working for the Indian Resource Development office and Department of Physics. I began working for the College of Health and Social Services (CHSS) in February 2000. My duties include monitoring all ledgers for CHSS to ensure proposed charges are reasonable, allocable, and allowable according to NMSU and, if applicable, sponsor guidelines. This includes processing (for the Dean's office only), and auditing the Reimbursement Vouchers, Check Requests, Employment Authorization Forms, Procurement Cards, Purchase Orders, Labor Distributions, and Journal Entries. Monthly, on the 4 ledgers, I post and reconcile accounts for various Principal Investigators (PI's) throughout the college and send out budget sheets as requested. I also post and reconcile Payroll, and Indirect Costs, and distribute Foundation Reports for the college. Every six months I distribute and collect from the departments the Expense Distribution Process Reports (formerly called PAR's) for Sponsored Projects Accounting office. When a grant or contract account(s) are about to close, I distribute, collect, and audit the NMSU Memorandum of Final Expenditures. |
