Historical Background
The Diversity Council was previously known as the Minority Recruitment and Retention (MR&R) Committee. The MR&R Committee had existed for over twenty years and was created by Dr. Juan Franco. The initial purpose of the Committee was to make recommendations to the VP for Administration on issues related to the recruitment and retention of minority students and faculty. The group also reviewed the applications for the Minority Doctoral Assistance Loan Program and the Presidential Minority Scholarship.
In 2004 the name for the Minority Recruitment and Retention Committee was changed to the Diversity Council (DC) to become more inclusive and extend its purpose. This Committee has been chaired by the Associate Provost for Academic Affairs and Community Colleges since 2000.

Purpose
The Diversity Council makes recommendations to the Associate Provost for Academic Affairs and Community Colleges on issues related to the recruitment and retention of minority students and faculty. A subcommittee of the DC reviews applications for the Minority Doctoral Assistance Loan Program. The Presidential Minority Scholarship applications are now reviewed by the Vice President for Student Success or designee. From time to time, a subcommittee of the DC may be asked to review and provide recommendations to the Provost and Associate Provost on funding for efforts on campus that address diversity.
The purpose of the DC has been expanded to address issues of diversity and generate solutions that can be recommended to the appropriate administrative body. Each year the Diversity Council will choose one or more issues to examine and discuss. This examination may result in the generation and analysis of data and the development of recommendations or a white paper. The primary intent is to advance the NMSU system on issues of diversity.

Participation
Participants from across the NMSU system are nominated or invited to participate on the Diversity Council. Representation includes one representative from each college, nominated by the cognizant dean; the three ethnic programs directors, chair of the Hispanic Faculty Staff Caucus, and representatives from the following areas: Student Success, the community college campuses, Admissions Office, the Associate Deans Academic Council, Ombuds Office, ACAP, Administrative Council, Graduate School and ASNMSU.
