Chemical Inventory (HazCom + DHS CFATS)
As part of the Hazard Communication Standard (1991) and the NMSU HazCom Program, departments are required to ensure that a current inventory of hazardous materials for each departmental workarea is prepared, kept and submitted to EH&S (via an internet database )
In addition the 2007 Chemical Security Rules (CFATS, finalize Nov. 20) from the Department of Homeland Security (DHS) requires that NMSU keep a current inventory of its chemicals (More information on the DHS rule under Safety NEWS) (List-DHS chems of interest). In order to comply with the DHS rule, EH&S requests that you review the DHS Chemical of Interest (COI) list and mark any of your chemical that are on the list. If a chemical is on the DHS COI list, please enter its CAS number (from COI list) and indicate the total quantity in pounds.
A copy of the HazCom Inventory (example) for each work area will be kept with the MSDSs for that area (or in a secure location if the MSDSs are in the public areas) and the updated inventory lists are to be provided to NMSU EH&S annually. Typically this means that the person responsible for a departmental workarea with chemical products must keep, update and submit a copy to EH&S at least annually. These inventories are submitted and kept on a computer database This computer database provides for easier, less time consuming updates. Data are entered and updated via the web. For areas with up to several hundred chemical products, input via the web is relatively easy. Inventory updates are done via the web. The following gives information and the link to the database.

WEB DATABASE - The NMSU HazCom Inventory database is web based, doesn't require spreadsheet software, and is easy to use.
WEB LINK - The highlighted, links (bold red text on yellow background - above and below) go to the database. Select the link for data entry and to check or update your existing chemical inventory. Click here for additonal information on what is needed for the inventory).
NEW INVENTORY RECORDS - To submit a new inventory, click the link to go to the database and create a new record, enter a login and password of your choice and fill in the location and contact informaton. You need to create a separate contact record for each room, work area or storage location with chemicals (do not combine room or chemical areas). Once the contact record is created you can enter the inventory for that location. Select the add inventory button at the bottom of the page. You will need to provide information on each chemical before it can be entered in the database. NFPA hazard rating and comments are optional information that can be entered.
INVENTORY UPDATES - If you have previously submitted an chemical inventory for your area, you view and update it via the web. The initial login page is a summary of your records. From there you can find your contact records and then go to the inventory records. You can update individual chemical records, delete record lines, and add new items. There is a summary print option at the bottom of the inventory page. This should be printed and kept in each chemical area or with the MSDS for that area. If needed an email summary of the inventory record can be sent to the primary contact.
LOGIN & PASSWORD - Click the highlited link and fill in your login and password. If you have submitted an inventory in the past can't remember your login & password or haven't used the web database before, you may need to contact EH&S webmaster. Please provide your name, the building and room number. The password will be emailed to the primary & secondary contact as listed in the database. If you have questions please call EH&S at 646-3327.

INVENTORY UPDATES - Any area that has prevously submitted an inventory via the sheetsheet must do their updates via the web database connection (above).
'NEW' INVENTORIES - For areas with several hundred (up to 500) chemical products, use the web database connection (above). We have found this to be the easiest way to add and update the chemical inventories.
However, if you need to add a large number of new chemicals (>500 chemicals) such as a new lab you may be able to use special template. The template must be completely fill in properly in order to use. We have had a large number of database errors that were traced to improper units and blanks on the template. Contact dshearer if you fit this criteria (>500 new chemicals) and are willing to complete the template completely.
