The Health Policy Committee is recommending the development of a Border Health Plan1 for the State of New Mexico via the Border Health Council.The Border Health Plan could serve as an assessment tool for the Border Health Council to:
- enhance advocacy, community education and resource development
- assess individual counties demographics along the border
- assess existing service provision along the border
- assess gaps in service provision along the border
- assess environmental needs and support the concerns of citizens along the border regarding environmental issues
- look at areas where individual county expansion or resource development is requested
- avoid the duplication of services
- foster a collaborative effort to meet the needs along the border area
- serve as plan of action for future initiatives funded through the Border Health Office
There is legislative action via Welfare Reform, Medicaid Managed Care, Immigration Reform and Child Care Legislation that may impact future funding along the border. Therefore, the Health Policy Committee feels that it is critical that future initiatives and proposed projects or support activities be outlined by need. This can be achieved through collaboration and enhancement of existing local networks that avoid duplication.The Health Policy Committee acknowledges that assessments of the border have been completed but the data is piecemeal. Rather the proposed Border Health Plan would incorporate all relevant data into one comprehensive document. This document could be utilized for future funding from both the state and federal government and outline existing program initiatives along the border.
