Dan serves as the Director of the New Mexico Border Health Office. As Director, Dan facilitates through partnerships with the Public Health Districts Management Team, the management of a multi-disciplinary team of professionals engaged in planning, coordinating and direct service activities targeting the New Mexico border region.Community Participation:Immediately prior to accepting his current position, Dan served for ten years as a Health Program Specialist with focus on indigent and border health, with the Texas Department of Health in Harlingen, Texas. During this time he served on numerous community advisory boards to include the South Texas Area Health Education Center and on the Steering Committee for the University of Texas System Texas-Mexico Border Health Coordination Office. He participated with the Rio Grande Valley Binational Health Council of the U.S.-Mexico Border Health Association (USMBHA) and assisted in the planning and conduct of the CONSENSO Project and the Cameron County - Matamoros Binational Primary Care Review.
He is active with the two binational health councils serving New Mexico, namely the Las Cruces-El Paso-Juarez Binational Health Council and their popular Nuestros Niños Immunization Campaign that has received national recognition and the Palomas-Columbus/Luna County Binational Health Council and its on-going Espejo Sister-City Project. He initiated the monthly Border Breakfast meetings of all border-area agency directors and congressional staff representatives in 1994 and assisted in supporting the passage of federal legislation for the U.S. - Mexico Border Health Commission sponsored by U.S. Senator Jeff Bingaman of New Mexico in 1994.
He has served as a facilitator of public health and community assistance projects in Panama, Honduras, Hungary, and Bosnia-Herzegovina through his position as a Civil Affairs Officer with the U.S. Army Reserves.
Dan received a Bachelors of Science from Texas A & I University and a Masters of Public Administration from the University of Texas at El Paso.

Kitty Richards is the environmental specialist with the New Mexico Border Health Office. She specializes in environmental health projects and issues of concern along the New Mexico-Chihuahua border.Go to topShe is currently managing contracts for $400,000 per year devoted to environmental health issues. These projects include water monitoring, environmental health assessments, and mapping of disease and environmental quality data using geographic information system technology. The goals of the environmental health program of the New Mexico Border Health office are to provide an early warning system of environmentally caused diseases by monitoring water and air quality and developing a surveillance system of health status. The environmental health program is also instrumental in developing policy to protect the public from environmentally related diseases. To achieve this end, Kitty is a member of the Environmental Health Committee, a committee of professional and lay border community residents. She is also collaborating with the New Mexico Environment Dept., mutual domestic water systems, Elephant Butte Irrigation District, and the New Mexico Dept. of Agriculture.
Prior to working with the New Mexico Dept. of Health, Kitty worked with the New Mexico Environment Dept. and New Mexico State University.

Dawn serves as the Maternal and Child Health Planner for the New Mexico Border Health Office. Through this position she works jointly with the State MCH Bureau in offering resources and support to the MCH councils in Southern New Mexico. Currently she is involved in the development of a MCH plan for Otero County in the hopes of facilitating this county's access to the State MCH funding stream.Community Participation:She is currently working with the State-Wide Pregnancy Risk Assessment and Monitoring System (PRAMS) steering committee as a southern New Mexico liaison. PRAMS is an ongoing population-based surveillance system with self-administered surveys mailed to mothers between their 3-4th months post-partum. Questions cover such topics as attitudes and feelings about pregnancy, prenatal care, nutrition, psychosocial support and stress, alcohol and tobacco use, and other pregnancy related issues. PRAMS will provide an understanding of the factors that lead to the statistics that we currently have regarding the health of mothers and infants in New Mexico. Through this information we will better be able to make the necessary changes in order to improve the health and well-being of mothers and their children throughout New Mexico.
As a BHO team partner she works in collaboration with the BHO Promotora/CHA Project coordinator to maintain and support the BHO funded Promotora/CHA projects through support of the assessment, contract development, monitoring and evaluation activities of the projects.
Previous to this position Dawn served as a government intern under the previous Public Health Division, District III, District Health Officer, Dr. Frank Crespin. Her main duties were to set up a District-wide communicable disease database plus assisting the immunization program with various projects.
Dawn received her Bachelors and Master of Business Administration from New Mexico State University.

Prior to working for the Border Health Office, Barbara worked ten years with Science and Technology Corp., an independent contractor to White Sands Missile Range and three years with Olympia Children's Mental Health Center.

Biographical Summary:
Lydia serves as Secretary of the Border Health Office (BHO). In this position she also assists the Administrator in the processing of all technical/professional services contracts through the Border Health Office.Go to topShe is originally from Grant County, but has been a resident of Las Cruces since 1959. Lydia started her working career after completing a two-year Secretarial Training Course. Prior to her joining the BHO, she worked as a substitute at Gadsden High School and then in a temporary position at the Doña Ana County Clerk's Office. Before that, she completed 27 years service at White Sands Missile Range (WSMR), New Mexico. During her career at WSMR, she served as Administrative Assistant/Office Manager/Secretary-Steno while working for the following: Transportation Division in the Logistics Directorate, Equal Opportunity Office (Military), and Security Directorate. The last position prior to retirement was with the Range Control Branch in the National Range Directorate.
In May '97, Lydia will complete two years with the Department of Health.
