The Rio Grande Compact Controls the River's Flow

The Rio Grande Compact guarantees that Southern Colorado and Northern New Mexico deliver their fair share of runoff water from the Rocky Mountain snowpack to the Elephant Butte Reservoir.

The compact, according to New Mexico's compact Commissioner Tom Turner, mandates that if the combined water storage in the Elephant Butte and Caballo reservoirs is less than 400,000 acre-feet, upstream water districts cannot hold water in their reservoirs. Currently, the Elephant Butte and Caballo storage is a little more than 300,000 acre feet. Continued . . .
