LEGISLATIVE FINANCE COMMITTEE HEARING

The Legislative Finance Committee (LFC) held a hearing in Silver City, NM June 12-14, 2013.  Below is Higher Ed information from the hearing.

Governor Susana Martinez signed the Capital Outlay Bill,

The Governor signed the state budget bill, HB2, with line item vetoes. Click here for news release.

Governor Martinez also signed the Educational Retirement Changes Bill

Bills with Impact to NMSU and/or Higher Ed that were passed and sent to the Governor's Office. 

Below is a list of bills determined to have an impact to NMSU and/or Higher Ed that were passed by both the House and Senate, then sent to the Governor's office to be signed into law. Not all bills were signed.

SGND: memorials and joint memorials do not have to be signed by the Governor. They must be signed by the House and/or Senate leaders. SGND means that the memorial received necessary signatures

LOTTERY

  • HB 309, Lottery Scholarship Program Solvency, introduced by Rep. James White, did not receive final actions to be sent to the Governor's office.
  • SB 113, Tobacco Fund for CYFD Programs, introduced by Senator John Arthur Smith, would provide funding from the tobacco settlement fund to the lottery fund as well as CYFD programs.  After going back and forth between the House and Senate, and then finalized by a conference committee, was passed and is on its way to Governor's office.  
  • SB 632, introduced by Senator Michael Sanchez, would appropriate one time funding to the Lottery Fund to cover eligible students as a resolution to lottery fund solvency is sought. The bill did not receive necessary action and did not make it to the Governor's Office.
  • HB 586, Lottery Scholarship Requirements, introduced by Reps James Smith and Tim Keller, was tabled in the House Education Committee on March 15. 
  • House Memorial 101, Lottery Tuition Fund Solvency Work Group, introduced by Rep. Mimi Stewart, was passed by the Senate.

CAPITAL OUTLAY

SB 60, Severance Tax Bond Projects, was passed by both the House and Senate and heads to to Governor's desk.  SB 60 contains some of NMSU's large funding items, such as renovations and rehabilitation to campus buildings.

New Mexico Governor Susana Martinez Tells Little Aggies About Summer Reading Program

NM Governor Susana Martinez visited the NMSU campus on June 17 to invite students at the Little Aggies Basketball Camp to take part in a summer reading challenge.  The challenge encourages students to read more books over the summer, and makes them eligible for prizes.

Senator Heinrich Visits NMSU

U.S. Senator Martin Heinrich on May 1 visited NMSU and received briefings from faculty and students about some research areas at NMSU.  Senator Heinrich visited the Physical Science Laboratory, met with Arrowhead Center students, and also visited the algal biofuels test facility at the Fabian Garcia Ag Science Center.

Senator Tom Udall and NM WRRI Release Water Conference Report 

Senator Tom Udall joined the NM Water Resources Research Institute on April 30 to release the water conference report produced as a result of the "Hard Hoices: Adapting Policy and Management to Water Scarcity" conference that was co-hosted by NMSU and Senator Udall's office.
