Howard has been the 
Director of the U.S.-
Mexico Affairs Office 
since its establishment 
in 1991.  He has 
extensive experience 
working with Mexico 
on natural resource 
conservation and 
management issues in both countries.

Howard also represents the National Park Service on the Field Coordinating Committee for the Department of the Interior.
