| Qualifications: | REQUIRED: Bachelorˇ¦s degree in Engineering, Construction, Architecture or equivalent fields; Ten (10) years of management experience in complex operations; demonstrated skills in verbal and written communication, organizational effectiveness, ability to multi-task, and working cooperatively with others.

| Examples of Duties: | General Accountability: Executive Director for Facilities & Services responsible for associative leadership of the Office of Facilities & Services (OFS) division; and direct management of the NMSU core facilities departments, each led by Directors for university maintenance, building operations (includes custodial & grounds), and utilities (includes cogeneration plant).
Organization Structure: The OFS Division provides all facilities operating line functions serving the NMSU Las Cruces campus as well as providing certain services for the several other State wide locations. The Las Cruces campus has over 5M square feet in approximately 250 buildings with an extensive infrastructure spread over nearly 700 acres. Dimensions: This position requires planning, development and implementation of university policies, budget and spending controls, personnel management and training, facilities initiatives and service provider (contractors, consultants and suppliers) management, contract administration, and leadership of Directors with numerous supervisors and large staffs of over 300 employees and many contractors. Primary responsibilities for leadership and management include- * Fully support the Associate VP in the leadership and management of all facilities functions * Direct management of the NMSU core facilities departments, each led by Directors for university maintenance, building operations (includes custodial & grounds), and utilities (includes cogeneration plant) * Technical resource and support of both NMSU and OFS audit services, as directed by the Associate VP, in the resolution of any audit findings, implementation of internal controls, maintain conformance and stewardship in areas of direct responsibilities as well as those for special assignment * Represent NMSU, as assigned by the Associate VP, to external committees, boards and agencies * Team skill development and mentor employees: foster a learning culture, evaluate needs, determine requirements, and establish training, certifications, and licenses * Lead OFS executive for optimizing services and coordination with approximately 100 building user representatives * Lead OFS executive for establishing, improving and maintaining service agreements with a variety of auxiliaries and special operations divisions * Develop, prepare and manage the annual operating budget for assigned units continuously seeking improvement to simply, clarify and increase effectiveness * Establish and continuously improve support of project development (as it relates to areas of direct responsibility) through developing standards, specifications, and inspections through the evolution of design development of concept, preliminary design and detailed design stages, and presentations for approval * Applies professional expertise to solve the academic, administrative, functional, construction, and facilities service needs of university and system locations * As a top priority, improve safety conditions with support of the Environmental, Health and Safety Department * Lead and support, as assigned by the Associate VP, the development, evolution, implementation and continuous improvement of division wide initiatives that include the following: ▫ Policies, standards, procedures and practices for all facilities services and functions ▫ Partnership and service agreements with auxiliaries, research centers, and other locations ▫ Partnering programs for resource leveraging and mutual benefit with university facilities service providers ▫ Facilities advisory board comprised of customer representatives among the university and state system for assessing and improving facilities services ▫ Departmental performance measures for improvement with specific measureable results |
