Paul H. Gutierrez
Paul H. Gutierrez has been appointed vice provost for outreach services at New Mexico State University and Lowell B. Catlett ’75 has been appointed dean of the College of Agriculture and Home Economics.

Catlett and Gutierrez had been serving in the positions on an interim basis. The permanent appointments were effective April 1. Gutierrez also serves as associate dean and associate director of NMSU’s Cooperative Extension Service, which is playing a central role in the expansion of the Extension mission across the NMSU campus.

“I’m honored that the provost and president have the confidence in me to take on this responsibility for the university and that the provost and president have the confidence in Extension to provide the leadership on this effort,”

Gutierrez said. “This appointment elevates the importance of Extension as part of the land-grant mission across the university. The provost and president have made that pretty clear.” Gutierrez was associate dean and associate director of the Cooperative Extension Service from December 2003 until January when his duties were expanded with his appointment as vice provost for outreach services.

Catlett had been serving as interim dean since November 2005. He is internationally known as an expert in commodities futures markets and is in demand as a speaker and consultant on predicting and planning for the future.

“I’ve been in love with the university since I was a graduate student,” Catlett said. “I’ve been a student and a faculty member and I’m honored to be able to serve now in a different capacity. I see nothing but a bright future for this college and this university.”

Catlett, a native of Dalhart, Texas, earned his bachelor’s degree in agricultural business and economics from West Texas State University, his master’s in agricultural economics at NMSU and his doctorate in economics at Iowa State University. He holds a Regents Professorship and is a 1990 winner of the Westhafer Award for Teaching, NMSU’s top honor.

A native of Grants, Gutierrez earned a bachelor’s degree from the University of Wyoming, a master’s from NMSU and a doctorate from Oklahoma State University, all in agricultural economics. From 1999-2003 he directed the Washington State University Cooperative Extension Service office in King County, Wash., which serves Seattle and a population of about 1.8 million.
